I am an American expat in Portugal and construction here quite different than in the US. My project didn't go well and I needed a forensic engineer to draft deficiencies report. Now. To me also a civil engineer as Paulo, perhaps most valuable was the sense that the conclusions were not rushed toward, but arrived at—carefully, inevitably—through structured reasoning. In a field where ambiguity can often obscure responsibility, his assessment stood firm, grounded in both technical expertise and intellectual honesty. Hope that your project goes better than mine and you won't need this kind of services. But if you do, then I would not hesitate to recommend his services to anyone requiring an independent, forensic evaluation of construction defects. Mr.Matias' professional work does more than document failures; it restores a measure of order to them.

This is second time I contacted Paulo to examine and establish a technical and professional independant report following water infiltration into my property. Following a detailed on site inspection, Paulo has established very complete report that I can now present to the building managers and prove their neglect. The service was prompt and efficient. I highly recommend with my eyes closed!
